Johannesburg - In a four-hour speech ANC secretary general Gwede Mantashe has, among other things, admitted the ruling party has not implemented many of the recommendations of the Integrity Commission, which means the level of cadreship has suffered.

"It should not make recommendations. It should take decisions," Mantashe told a media briefing.

He also clarified the reasons for membership declining between the party's last national conference in Mangaung in 2012.

"It is because of gate-keeping. We went to explain what happened to the ANC since the 53rd national conference (in 2012). This includes the trend from (the national conference in Polokwane in 2007), when membership was 620 000 members," he said.

"At the Durban national general conference in 2010 there were 649 000 members. There were 1.2 million at the 53rd national conference."

This could be reflective, he said, of the ANC focusing too much only on the administrative requirements to membership, including the organisation's constitution, and this needed to be "tightened up".
